The Revenue and Disaster Management Department, Government of Odisha, as per Resolution No. 20214/RDM-RRC-Policy-005-2014, Dt. 11.07.2014, has established the State Social Impact Assessment (SIA) Unit at the Nabakrushna Choudhury Centre for Development Studies (NCDS), Bhubaneswar, Odisha to work as an independent organisation for conducting various Social Impact Assessment (SIA) Studies. The State SIA Unit is responsible for engaging qualified SIA Resource Partners and Practitioners to conduct the SIA studies. Accordingly, the State SIA Unit has empanelled 42 agencies to carry out SIA studies for Land Acquisition, Rehabilitation and Resettlement. Further, it conducts training and capacity building programmes for the SIA team and makes available manuals, tools, comparative case study reports and other materials required for the analyses.
The State SIA Unit is headed by Dr. Shibalal Meher, Professor of Development Studies, NCDS as the Coordinator. Since inception, a total of 95 SIA Studies have been assigned to different empanelled resource agencies as on 04.12.2018. Out of these, so far, 52 numbers of SIA Studies have been completed.
